The idea to fix the share of domestic cars was criticized in the carsharing service


It is premature to support the domestic car industry by setting a minimum mandatory share of Russian cars in carsharing. This was stated by Eduard Mingazhev, general director of the Citydrive carsharing service, in a conversation with Izvestia on February 13.
"As a Russian citizen, I believe that this is the right decision to support the country's car industry. But I would like this proposal in principle not to destroy the carsharing system itself. I believe that at the moment the support of the domestic car industry by carsharing is still premature," Mingazhev said at the ForAuto 2025 conference.
The initiative to establish from 2026 the minimum mandatory share of domestic passenger cars for carsharing operators was made by the head of the Federation Council Committee on Economic Policy Andrei Kutepov. He sent this proposal to First Deputy Prime Minister of the Russian Federation Denis Manturov, TASS reported earlier in the day. To implement this measure, it is required to amend the strategy for the development of the automotive industry of the Russian Federation until 2035.
In addition, the head of the SF Committee proposed to legislate the right of the Russian government in 2025 to make decisions on the establishment of the minimum share of localized passenger vehicles in certain sectors of the economy, as well as to give access to the program of preferential leasing to localized cars regardless of the year of manufacture.
Earlier in the day it was reported that at the end of 2024, total sales of all types of vehicles in Russia increased by 40% to 1.83 million units. For comparison: in 2023, this figure amounted to 1.31 million units. The production of vehicles at the end of 2024 amounted to 1 million units, which is 33% more year-on-year.
