The share of the primary market in the volume of issued mortgages is at a record high level - 70%, said analysts "Domklik". The study concerned the period from December 2024 to January 2025 inclusive.
According to experts, in December the share of primary housing in the total volume of mortgage loans increased by 9 p.p. to 70%, and in January the figure increased to 71%.
In "Domklik" noted that the volume of mortgage issuance in the primary market is still closely linked to government support measures. Thus, in December the share of "Family Mortgage" in the volume of originations in the primary market amounted to about 74%, in January - 79%. The share of "Arctic and Far East Mortgage" in the primary housing segment is also noticeable: in December it accounted for about 11% of the volume of issuances in the primary market, in January - 8%.
"The statistics for December and January showed that the subjects covered by the Far Eastern and Arctic Mortgage program are leading in terms of the share of the primary market. In January, the highest values are noted in the Arkhangelsk region, the Republic of Khakassia and the Chita region: in these regions, the primary market accounts for more than 85% of the volume of mortgage transactions," the analysts said.
At the same time, the volume of originations in the secondary housing market is systematically decreasing, the segment's share has fallen to 22-23%. In January, the leaders in terms of the share of transactions with secondary housing were the regions with a relatively low volume of construction: the Chechen Republic, the Tomsk and Amur regions, the Karachay-Cherkess Republic. In these subjects, the share of the secondary market in the total volume of loans does not fall below 40%.
According to Sber, in December the volume of mortgages issued amounted to about 150.1 billion rubles. In relation to November, the figure decreased by 12%. Experts attributed it to the decline in demand in the secondary housing segment.
