Rosreestr informed about changes in the rules of registration of land plots


From March 1, 2025 in Russia will change the rules of registration of land plots, now the transaction will be impossible to register, if the boundaries of land ownership are not entered in the unified state real estate register (USRN). This was reported in the press service of Rosreestr on February 12.
Amendments have been made to Article 26 of the Law on Real Estate Registration <...> in particular, from March 1, 2025, registration actions in respect of a land plot will not be able to be performed if the Unified State Real Estate Register (USRN) lacks information on the location of its boundaries, the press service reports.
It is specified that it will also be forbidden to put on the cadastral registration and formalize the rights to the construction or object, the construction of which is not completed in case the boundaries of the land of the owner are not taken into account.
In addition, in the absence of data on the boundaries of land ownership in the state register, it is impossible to determine where the land plot is located and what its area is. Also, the absence of data in the USRN creates a fear that the seller of land may show the buyer not his plot or give false information about its size.
Practice shows that the lack of precisely defined boundaries is the cause of most conflicts between owners of adjacent land plots. For example, it happens that the owner of a neighboring plot makes claims about the seizure of land by a new buyer or vice versa, according to the material Rosreestr.
Also in the press service noted that in the USRN can be made all the necessary information on the basis of an application for state cadastral registration and boundary plan.
Earlier, on February 10, Doctor of Law, Professor, Honored Lawyer of Russia Ivan Solovyov reported that from March 1, 2025 will come into force the law, which defines a three-year period for the development of land located within the boundaries of settlements, garden and vegetable garden plots. According to him, the law applies to problematic, overgrown with bushes and weeds, which are in a neglected state.
