The Russian Environmental Operator (REO) supported the pilot project on the transition to digital receipts for housing and utilities. This was told to "Izvestia" on February 12 by the general director of REO Denis Butsaev.

On the eve of the Moscow region launched a pilot project to switch to a fully electronic format of receipts for housing and communal services (HCS).

"We fully support the initiative to gradually abandon the use of paper payment documents and switch to electronic analogs. From an environmental point of view, it should be extended to the whole country. This is especially important for waste reduction in the context of the federal project "closed-cycle economy"," Butsaev explained.

In 2023, the Russian Ministry of Construction advocated incentivizing the priority provision of payment documents for the payment of housing and communal services (HCS) in electronic form. At that time, REOs sent a proposal to the Ministry of Construction to abandon paper receipts for housing and communal services and gradually switch to an electronic version of payment documents. Such an endeavor was also supported by the Ministry of Digital Economy.

"Paper is one of the most common types of secondary raw materials, which can be easily recycled, but remains one of the most demanded materials in our daily life. Every year we use millions of tons of paper. And the more we use it, the more we have to produce, which causes serious damage to nature", - summarized Butsayev.

Earlier, on February 10, deputy chairman of the State Duma Committee on Construction and Housing Svetlana Razvorotneva said that the payment for heating by the fact instead of uniform payments during the year will make the system of calculations more understandable and transparent. According to her, if you pay 1/12 per meter during the year, it is impossible to really understand how much was actually charged.
