State Duma adopted in the first reading an increase in the fine for non-payment of "Platon"

The State Duma has passed in the first reading a draft law which provides for an increase in the fine from 5,000 to 20,000 rubles for non-payment of tolls by heavy trucks on toll highways (the "Platon" system). A fine of Br10 thousand for repeated violation is proposed to be abolished. This is reported on the website of the lower house of Parliament on February 12.

The bill was submitted to the State Duma in December last year. The document suggests changes to 12.21.3 of the CAO ("Failure to comply with the requirements of the legislation of the Russian Federation on the payment in compensation for damage caused to public roads of federal significance by vehicles with an authorized maximum mass over 12 tons").

The explanatory note states that at the rate of payment of 3.05 rubles per kilometer of traveled distance, it is more profitable for trucking companies to pay the fine than to travel. And in 2023, the year-on-year increase in such cases amounted to 64%. Under-received income of the federal budget from non-payment of "Platon" can "reach billions of rubles a year", the document notes.

"According to statistical data from Rostransnadzor, in 2019 <...> 1,097 thousand resolutions on administrative offense, in 2020 - 1,173 thousand resolutions, in 2021 - 830 thousand resolutions, in 2022 - 1,621 thousand resolutions, in 2023 - 1,514 thousand resolutions. Thus, for 2-3 years, the number of recorded offenses increased by more than 47 percent," - stated in the document.

It is assumed that with a phased abandonment of the practice of using the discount from February 1, 2026 the fee will be 5.1 rubles per 1 km. It is planned to completely abandon the use of the reduction factor to the tariff from February 1, 2028.
