A pilot project on transition to a fully electronic format of receipts for housing and communal services (HCS) has been launched in the Moscow region. This was announced on February 11 by the head of the government staff Dmitry Grigorenko.

"The pilot project on the transition to digital receipts for housing and communal services instead of paper receipts has started in the Moscow region. It is planned to scale it to the whole country," the press service of the Russian government quotes him as saying.

The aim of the project is to eliminate the duplication of payment documents. Thus, citizens will be able to choose in which format it is more convenient for them to receive receipts - electronically on the portal of public services or on paper.

This initiative will contribute to the digitalization of the utilities sector and improve the standard of living of Russians, added Deputy Prime Minister.

It is specified that the pilot project will last until October 1.

The day before, February 10, deputy chairman of the State Duma Committee on Construction and Housing Svetlana Razvorotneva said that the payment for heating by the fact instead of uniform payments during the year will make the system of calculations more understandable and transparent. According to her, if you pay by the meter by 1/12 during the year, it is impossible to actually understand how much was actually charged.

On the same day, Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing, said that Russian citizens will pay for heating from March 1 only in the months when it is supplied to apartments. According to him, so the owner will be able to understand whether the amount of payment corresponds to the meter readings.
