In the Republic of Mari El a criminal case on fraud has been initiated against the founder of the IT company ISpring Yuri Uskov and the head of the administration of Orsha district of Mari El, Alexander Plotnikov. This was reported by the Investigative Committee of the Russian Federation on February 11.
"Investigative bodies of the Investigative Committee of Russia in the Republic of Mari El initiated a criminal case on the signs of a crime under part 4 of article 159 of the Criminal Code of the Russian Federation ("Fraud on a particularly large scale"), on the fact of fraud with municipal land plots. The entrepreneur and the head of the municipality are suspected of committing it," reads the statement of the department in Telegram-channel.
In addition, due to the fact that the situation has become widespread, the intention to address the head of the IC to deal with it was voiced. As a result, the chairman of the IC instructed the head of the Investigative Department (ID) for the region Rychkov to report on the grounds for bringing the case and the progress of the investigation.
ISpring's press service told Izvestia that the company's main office in Yoshkar-Ola was searched on February 10. According to the investigation, in 2013 ISpring bought a plot of land from the municipality at an undervalued price for the construction of an IT village.
It is noted that since August 2024, the company has received 68 requests from regulatory authorities to provide documentation on its activities.
In addition, the press service of the government of Mari-El told "Izvestia" that they know about the claims of the Investigative Committee to the head of the Orsha district and his first deputy.
"We will provide any assistance to the investigation in case of an appeal to us by law enforcement agencies," the interlocutor pointed out.
Earlier in the day, the main investigative directorate of the Investigative Committee (IC) of Russia's Moscow region reported that the deputy head of the administration of the city district of Mytishchi was suspected of negligence, which led to the illegal issuance of a housing certificate to the family. Gross violations in the work of the city district administration were revealed as part of the investigation of a criminal case against a resident of Mytishchi, who is accused of fraud in order to obtain a housing certificate (part 4, article 159.2 of the Criminal Code of the Russian Federation).
