The State Duma approved the law on the cooling-off period for loan issuance


The State Duma (GD) has passed in the second and third readings a bill on the introduction of a "cooling off period" for consumer loans to protect Russians from fraudsters. This is reported on February 11 in the database of bills on the website of the department.
"According to the bill, to establish a "cooling off period" of the borrower in the framework of consumer lending, the creditor will be able to transfer to the borrower funds after a minimum of four hours for amounts from 50 thousand rubles to 200 thousand rubles and after a minimum of 48 hours - for amounts over 200 thousand rubles," - stated in the package of documents.
In addition, the credit organization will have to prohibit the replenishment of bank accounts through a newly digital payment card in the amount of more than Br50 thousand within 48 hours of its issuance.
According to the GD, the volume of credit funds that fell into the hands of fraudsters fraudulently, from the fourth quarter of 2022 to the third quarter of 2023 amounted to 4.4 billion rubles.
So, the initiative will give borrowers more time to think about their actions. It is noted that the citizen will be able to realize during this period that he is under the influence of a fraudster.
Analysis of the effectiveness of these measures will be carried out by the Bank of Russia, specified in the document.
Earlier in the day, a member of the State Duma Committee on Information Policy, Information Technology and Communications Anton Nemkin told in the press center of the Izvestia Information Center about the most popular type of fraud. According to him, the most popular fraud scheme in 2024 was phishing (a type of fraud to obtain confidential user data).
