The first noise meters, working in automatic mode, will be installed in the area of Patriarch's Ponds and places of recreation near the water. This was reported by deputy head of transport support and photo-video fixation of the Center for Traffic Management (CTM) of Moscow Yegor Chernov, reports the agency of city news "Moscow" on February 11.
"As for the mandatory installation locations - of course, Patriarch's Ponds, a not unfamous place. And we started testing the complex from this very place. The first complex was installed there. So, I think it will be right to put one complex there," Chernov said during a roundtable discussion in the Moscow City Duma.
According to him, the CDPD also intends to install complexes in dormitory areas and places of recreation near the water, where people rent yachts and other vessels and listen to music loudly. Later it is planned to determine the exact pool of places where the complexes will be installed as a priority and be permanently. Noise meters will be installed on a declarative basis, at the first stage of such complexes will be about 30, explained Chernov.
Earlier this year, Rosstandart issued a certificate for a new photo-video registration complex called "Efir", which is capable of measuring the noise level on the roads. The complex is designed to combat excessively loud cars and motorcycles. In the future, noise limits will have to be approved, responsibility for exceeding the permissible noise level will have to be determined and legislative acts will have to be amended.
According to Deputy Mayor of Moscow for Transport Maxim Liksutov, the camera is planned to be used for monitoring before the amendments to the legislation: the Central Department of Traffic Safety will continue to test the work of the complex and select the optimal places for its installation.
February 11, it was reported that at the end of 2024 in Russia slowed the growth of fines for traffic violations, issued with the help of stationary complexes of photo-video fixation. It amounted to 7.2%. A total of 237 million rulings were issued during the year. In 2019-2023, the dynamics was higher and ranged from 10 to 20%.
