Growth in the number of fines for traffic violations from traffic cameras has slowed down in Russia

At the end of 2024, the growth in the number of fines for traffic violations issued with the help of stationary photo-video fixation complexes has slowed down in Russia. It amounted to 7.2%. A total of 237 million rulings were issued for the year, reports "Kommersant", referring to the data of the Ministry of Internal Affairs of Russia. In 2019-2023, the dynamics was higher and ranged from 10 to 20%.

"The increase in penalty decrees has slowed down due to the launch of a large-scale reform of the photo-video fixation system from September 1, 2024," the February 10 note noted, citing experts interviewed.

Changes to the law "On highways and road activities" brought the introduction of a closed list of places and conditions for the placement of cameras, as well as the rules for their designation on roads. According to the publication, the regions were forced to disconnect and dismantle some of the cameras due to non-compliance with the new requirements.

According to the interlocutors of the publication, due to the innovations it has become more difficult for the authorities to agree on the places of installation of the complexes, and if the main accident hotspots were "covered" by road cameras earlier, the new ones appear less and less. Since until September 1, 2024 operators of photo-video fixation were engaged in inventory and rearrangement of complexes, the dynamics of issuing fines at the end of the year has decreased, they explained.

On January 27, it was reported that Rosstandart issued a certificate for a new photo-video fixation complex called "Efir", which is able to measure the noise level on the roads. The complex is designed to combat excessively loud cars and motorcycles.
