In order to change the sanitary rules for the maintenance of container sites for the collection of solid municipal waste (MSW), it is necessary to come to an agreed position. This was stated by Deputy Prime Minister Dmitry Patrushev on February 10.
On that day he held a meeting with the heads of the Ministry of Natural Resources and Rospotrebnadzor, as well as representatives of the Federation Council and the public-law company (PLC) "Russian Environmental Operator" (REO).
"The condition of container sites is how citizens see our work. It is important to comply with sanitary norms of their maintenance, but also to understand that the rules can be adjusted during the implementation of the reform of the solid municipal waste management system. The solution must be in the interests of the people and economically feasible for the regions. In this regard, we need to develop a coordinated position," Patrushev said. His words are quoted by the press service of the government.
In addition, the meeting discussed the administration of current sanitary requirements, the arrangement of container sites, the frequency of solid municipal waste removal, as well as possible adjustments to the distance from residential buildings to the location of the relevant stations.
Following the meeting, the Ministry of Natural Resources and Rospotrebnadzor were instructed to prepare amendments to the draft law on the maintenance of container sites. In addition, sanitary requirements for technical premises for waste storage will be established, together with the PPC "Russian Environmental Operator" will work out the issue of fencing for container sites of small size.
Earlier, on February 6, Patrushev urged to accelerate the pace of construction of facilities for the treatment of solid waste. According to him, in 2024, facilities with an aggregate capacity of more than 4 million tons were introduced in solid municipal waste management.
Before that, on January 30, the company "Russian Ecological Operator" told "Izvestia" that regional operators will be obliged to arrange container sites and monitor their cleanliness.
On December 5, Russian President Vladimir Putin said that 242 objects of accumulated environmental damage had been eliminated in Russia within the framework of the national project "Ecology". This number included 157 large landfills.
