Payment for heating on the fact instead of uniform payments during the year will make the system of calculations more understandable and transparent. This was announced on February 10 by Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing and Utilities.

"The pay-as-you-go system is more understandable in calculations and transparent. Thus, citizens will be able to check what the real readings of metering devices were, and compare what he was written in the payment. Calculations between management companies and resource providers will also be more understandable," she said in a conversation with "RIA Novosti".
