The Russian government has approved a large-scale package of amendments by the Ministry of Digital Development, Communications and Mass Media aimed at combating cyber fraud. The decision was made on Monday, February 10, at the government commission on legislative activity, Izvestia sources reported.
The bill envisions comprehensive changes aimed at combating cyber fraud, Vladimir Gruzdev, chairman of the board of the Russian Lawyers Association (RLA), told Izvestia.
"Russia has already established mechanisms aimed at protecting personal data, including control over its processing. According to Roskomnadzor, 135 database leaks were recorded in 2024. And for the whole of 2023, about 30 million records were made publicly available, with 168 facts of leakage. That is why the problem of leaks remains extremely urgent and requires improvement of legislation," he said.
According to the Ministry of Internal Affairs of Russia, the number of crimes committed with the use of means of mobile radio telephony has also increased.
"The bill enshrines the possibility of online information exchange between government agencies, banks and digital platforms. Automatic monitoring will make it possible to identify suspicious actions almost instantly, block them and notify law enforcement agencies of potential crimes," explained the Chairman of the Board of the UBA.
The amendments also introduce new mandatory rules for identification and identity verification of users of communication services, as well as mandatory labeling of calls. That is, the name of the organization will now have to be displayed on the user's phone screen, which will make it clear whether the user is being called by a bank employee or a fraudster.
"In addition, it is proposed to establish a ban on the transfer of SIM-cards to third parties, to regulate the activities of telecommunications operators to provide communication services using virtual telephone exchanges (virtual PBX), as well as means of communication that are subscriber traffic terminals (SIM-boxes). And to regulate the use of subscriber stations (terminals) of foreign satellite communication systems and (or) broadband access to the network," Gruzdev added.
Earlier, on January 13, it was reported that in Russia 65% of the analyzed companies have a low level of security. Attacks on them can cause critical damage, lead to the suspension of key business processes and financial losses. This was stated in the results of a study by the information security company Bastion.
