Russian Foreign Ministry points to lack of concrete proposals for talks with Ukraine


Moscow has not received any specific proposals satisfactory to it regarding the start of negotiations with Ukraine, the Russian deputy foreign minister, Mykhaylo Galuzin, said in an interview with RIA Novosti on 10 February. The diplomat noted that the West often publishes reports on the imminent start of negotiations to heat up the information field. Galuzin added that this is done to create the atmosphere they need and the most favorable positions.
"It is important that words are backed up by practical steps that take into account Russia's legitimate interests and demonstrate readiness to eradicate the root causes of the crisis and recognize the new realities," the diplomat said.
The interlocutor added that the Russian authorities have not yet received any concrete proposals.
On the same day, Russian Permanent Representative to the UN Vasily Nebenzya said that the question of who will sign potential peace agreements and how they will be formalized on the legal side of the issue appears with regard to Ukraine. The permanent representative noted that Zelensky (his term expired on May 20, 2024) had banned negotiations with Russia by his decree, and his powers had already expired last May.
Earlier, on February 1, Zelensky said that he expects the start of negotiations on a peaceful settlement of the Ukrainian conflict with the participation of Moscow, Kiev, Washington and Brussels. For its part, the Kremlin said that the Russian Federation viewed the Ukrainian leader's words as empty.
Russian President Vladimir Putin has repeatedly reminded that the Russian Federation has never refused from peace talks, but they should be conducted on the basis of the provisions agreed in Istanbul and not on the basis of "ephemeral demands". Also on 28 January, the Russian president specified that "anyone" can negotiate with Russia from the Ukrainian side, but legitimate people should sign documents based on the results of the decisions.
The last round of negotiations between Russia and Ukraine took place on March 29, 2022 in Istanbul. They lasted about three hours. Later, Kiev officially refused contacts with Moscow. On October 4, 2022, the Ukrainian president put into effect the decision of the country's National Security and Defense Council on the impossibility of holding talks with Putin.
