A lawyer has warned of the risk of abandoned property being seized from March 1

Starting March 1, 2025, the rules for the development of land plots located in settlements and gardening areas will change in Russia. Lawyer Philipp Terekhin told the Prime agency on February 9 about the consequences and possible risks .

"The draft establishes a three-year term for the development of land plots - acquired or already available. If the land plot is not developed within this period, the right holder may face fines, and if no action is taken, the land plot may be seized from the owner," the lawyer warned.

He added that the seizure will be preceded by notices and proposals to eliminate the identified violations.

"First of all, to avoid any claims from the controlling authorities, it is necessary to keep the land plot in order - get rid of garbage, junk, dirt and use it in accordance with its intended purpose," Terekhin advised.

According to the new rules, if the land plot was granted to a citizen for construction, then within three years it must be brought to the appropriate form - leveled and drained. Also during this period it is necessary to erect at least the foundation of the future house.

If the plot was provided for gardening, it will be enough to grow any crops, including ornamental ones, to avoid problems.

During the conversation, the lawyer emphasized that the main purpose of the document -- to encourage the right holder to use the plot properly and take care of it.

"With the help of the law, the problem of lands whose right holders have lost interest in their use and stopped looking after their property will be solved. Abandoned plots spoil the appearance of territories and are by default an inefficient use of the land resource. Thus, the main thing is that the plot should be well-maintained, tidy and not idle," summarized Terekhin.

In December, Izvestia told how large families can avoid getting an unsuitable plot of land. On the first plot, which the family received from officials, it was simply impossible to do anything, as there was a stream flowing there. The woman had to go through two courts in two years and spend about 100 thousand rubles to prove that this land plot could not be developed.

Earlier, expert Chikhrinova told about the preparation of a country house for winter. According to her, it is important to pay attention to thermal insulation: it is necessary to seal small gaps and cracks with the help of sealants, and large holes are better to foam. It is also worth checking the work of the heating system. Chikhrinova emphasized that before the winter period it is important to clean the chimney.
