General Prosecutor's Office to check Chinese Shacman trucks
The Prosecutor General's Office has initiated an unscheduled supervisory control measure (SCM) in relation to the company Shacman Motors LLC, which represents the Chinese brand of commercial vehicles Shacman in Russia. This follows from the data of the FGIS "Unified Register of Control (Supervisory) Measures", which was familiarized by Izvestia.
The reason for the inspection was the presence of information about "causing or immediate threat of harm to life and grave or medium harm", the Prosecutor General's Office said in a statement. The KNM will be held from February 6 to 19.
Thus, in the letter of the Federal Agency for Technical Regulation and Metrology of December 20, 2024, received by the CMTU Rosstandarta, it is reported about the non-compliance of Shacman type SX32586 category N3G Shacman vehicles issued in circulation with the requirements of the technical regulations "On the safety of wheeled vehicles".
In particular, the claims were caused by "weak design of the rear underride and side protection device, strong noise, weak braking and quiet unintelligible sound when operating GLONASS" in the truck Shacman SX32586. A number of shortcomings were confirmed during the control tests conducted at the test site NICIAMT FGUP "NAMI". At the same time, this model has a valid Vehicle Type Approval (VTA).
"Put into circulation vehicles Shacman type SX32586 have a confirmed design flaw and can cause harm to the health and lives of citizens," - stated in a message on the website of the Prosecutor General's office.
Thus, the testers found inconsistencies in noise restrictions, which affect the driver's well-being and health and contribute to his fatigue, which may eventually cause an accident. In addition, underride protection and side protection were found to carry a direct threat of harm to the life and health of drivers and passengers of passenger vehicles, which in the event of an accident with such a truck "will cause significant damage," the publication of the oversight agency noted.
"Problems with the certification of Chinese trucks have been known for a long time. Often Chinese companies do nothing to remedy the situation. We have addressed numerous complaints about Sitrak trucks: the company recalled only 209 out of 2,366 trucks that were not equipped with correct emergency call devices. At the same time, in less than a year, these vehicles have been involved in more than 422 accidents," Anton Shaparin, vice-president of the National Automobile Union (NAU), told Izvestia.
On the eve of the head of the Ministry of Industry and Trade of the Russian Federation Anton Alikhanov announced the need for more rigorous work on certification and compliance testing of Chinese cars. According to him, such an analysis has already been carried out on trucks, as a result of which serious violations were revealed for cars of three Chinese brands.
