Payment of 150 thousand rubles for the loss of property is not enough - the Government will make additional decisions on monetary compensation to residents of Kursk region in the coming days. This was announced by Vladimir Putin on February 5 at a meeting with the deputy governor of Kursk region Alexander Khinshtein. He confirmed: housing and payments - today the most sensitive issue for the region affected by AFU attacks. The overwhelming majority of Kursk residents want to return home, but not enough housing is being built in the region, Khinshtein said. For those who lost their homes because of the AFU actions, but do not want to live in the city, the authorities proposed to create separate settlements in the region. Also to stimulate the construction and purchase of housing should be a new preferential mortgage, which may operate similarly to the Far East.
Housing issue in Kursk region
On February 5, Vladimir Putin met with Alexander Khinshtein, the deputy governor of Kursk region, who has been in office for exactly two months. The focus is on helping people in the region, which is under enemy attack.
- The situation there is very difficult and the most important thing I asked him to pay attention to is contacts with people and finding out the concerns, the problems that people face, and there are really a lot of problems there," Vladimir Putin said.
One of the most frequent questions from the affected residents of the region is compensation for property loss, said the Acting Governor. Already 112 thousand people have received a payment of 150 thousand rubles, but the amount, according to estimates of the regional governor, should be increased so that these funds could also be used to restore private farms.
- I agree with you that, of course, this money is not enough. I will instruct the government to work on all these issues literally today-tomorrow, in the coming days, and additional decisions will be taken," said the President.
Also at the meeting they discussed a new initiative of the regional leadership, which was approved by the Kursk Regional Duma on the same day. It is about the transfer of new land plots for housing certificates for free use and then for ownership to replace the destroyed housing. At the same time, the plot on which there was an old building remains in ownership provided that a house is built on this territory within six years. Now, according to the law, when people receive a certificate, they lose the right to the land plot on which their house stood. The adopted law will allow them to get their land back even if they have a certificate, but if they transfer it into ownership at once, there is a risk that large areas will remain undeveloped and overgrown with weeds, explained earlier the regional head.
- I agree, the logic is understandable, and it complies with the law. Nevertheless, the situation is unusual. I would consider it possible to return the land to people's ownership. Well, I repeat, the legislators understand the logic. In order to avoid idle land, it is possible to simply condition the return of land into ownership on the conditions of using this land for its intended purpose. Well, for a certain period of time. Well, in fact, this is a decision at the level of the regional legislator, it is quite reasonable," said the President.
Today in Kursk region less housing is being built than residents need, so we need a new program for low-rise and cottage housing, said Alexander Khinshtein. For example, it is supposed to create settlements in the region for those who have lost their homes due to the actions of the AFU, but do not want to live in the city. Another innovation, which will help to solve the issue, could be the introduction of a preferential mortgage in Kursk region by analogy with the Far East, suggested the regional head. Recall that the "Far Eastern mortgage" assumes a rate of no more than 2%, and borrowers can be families buying real estate in the Far East (the age of both spouses - not older than 35 years), as well as single parents not older than 35 years with a child under 18 years. The President supported both initiatives.
Volunteers are actively working in the region to help the local population. Since the beginning of August last year, when the situation in the border region worsened, the region has deployed a joint humanitarian headquarters, which receives daily aid from all over Russia, Vladimir Taranenko, deputy head of the Executive Committee of the Popular Front, head of the youth team of the Popular Front, told Izvestia.
- For six months we have received more than 1.8 thousand tons of mixed humanitarian cargo, it is distributed among people who need support. The regional branch of the Popular Front was strengthened by youth teams from different regions. This allowed volunteers to work simultaneously in several areas: to provide assistance at humanitarian warehouses, in the military hospital, in temporary accommodation centers, to work on address requests of residents and to go to eliminate the consequences of shelling, - said Vladimir Taranenko.
Thus, at the end of December last year, the rapid response group of the Popular Front Youth worked in Lgov and Rylsk, which were attacked by the AFU. Volunteers helped to eliminate the consequences: they removed rubble and freed roads for the passage of special vehicles.
Situation in the Kursk border region
The federal authorities will prepare a program of restoration and socio-economic development of the Kursk border region together with the leadership of the region, the President promised to give such an order to the Cabinet of Ministers. This is especially necessary given the fact that the vast majority of residents of these territories want to return home after their liberation, said Alexander Khinshtein. In addition, the government will adjust the program of preparation for the celebration of the millennium of Kursk, which will be celebrated in 2032. The local authorities propose to concentrate on the restoration of the city fortress in order to place there a cultural spiritual and educational cluster.
The situation in the war zone was also discussed. At the meeting Alexander Khinshtein conveyed to the President the words of the Marines of the 155th Brigade who asked the Supreme Commander-in-Chief to give them an honorary name in honor of Kursk. The head of state promised that their request would be granted, and all the fighters fighting in this direction would be appropriately marked.
- Indeed, the marines from the Far East fight coolly, competently and boldly. Black Sea Fleet marines of the 810th brigade, paratroopers of the 106th division, 76th division and many other units are also fighting in the same way on this line of contact, and all of them will be marked accordingly," Putin said.
On the same day, the Defense Ministry reported that Russian army units in the Kursk border region destroyed up to 325 AFU fighters, three tanks, an armored personnel carrier, 36 armored combat vehicles, 29 vehicles, three field artillery guns and two mortars overnight.
- Kursk region is now such a meat grinder in which AFU personnel are being ground up. It is clear that Kiev has received orders to hold the territory there by any means necessary, so the enemy does not count the losses, literally pelting our offensive with the bodies of its soldiers," Alexei Zhuravlev, first deputy chairman of the State Duma Defense Committee, told Izvestia.
In total, during the fighting in the Kursk direction, according to the Russian military department, the enemy lost more than 57,655 servicemen, 334 tanks, 244 infantry fighting vehicles, 193 armored personnel carriers, 1,744 armored fighting vehicles, and 1,827 vehicles. Also among the losses were 409 artillery pieces, 45 multiple rocket launchers, including 13 HIMARS and six US-made MLRS, 17 launchers of anti-aircraft missile systems, eight transport-loading vehicles, 106 REB stations, 15 counter-battery radars, five air defense radars, 33 pieces of engineering and other equipment, including 14 engineering demolition vehicles, one UR-77 mine clearance unit, as well as nine armored recovery vehicles and a command and control vehicle.
