Foreigners may get into the register of controlled persons, in particular, in connection with the expiration of their temporary stay in the Russian Federation. This was reported in the press service of the Russian Interior Ministry on February 4.
It was specified that from February 5, the regime of expulsion will be applied to citizens illegally staying in the Russian Federation. Such foreigners will also be included in the register of controlled persons until their expulsion, deportation or independent departure from Russia, or until the settlement of their legal status on the territory of the Russian Federation.
In addition to the expiration of the term of temporary stay in the country, the grounds for entering the register are expired residence permits, patents, work permits and work permits, reduction of the term of temporary stay, annulment of residence permits and visas (including electronic visas).
In addition, a foreigner is entered into the system if he was readmitted to the Russian Federation without legal grounds for being in the country, as well as if he was denied refugee status or temporary asylum in the Russian Federation.
Foreigners will also be included in the register after 72 hours of their stay in Russia as passengers on board a ferry or cruise ship.
In addition, the grounds for inclusion in the register will be termination of citizenship without legal grounds, deportation decision and administrative expulsion, illegal crossing of the state border and entry into force of a verdict on the conviction of a citizen of a foreign state guilty of a crime.
The decree on the creation of a register of controlled persons using the state information system of migration registration was signed by Russian Prime Minister Mikhail Mishustin on December 29 last year. At the first stage of register formation, the Ministry of Internal Affairs will need to fill in the data on migrants, which the ministry already has. At the second stage, the register will be put into operation.
On December 30, Russian President Vladimir Putin obliged illegal migrants to leave Russia or legalize their stay in Russia until April 30, 2025.
Before that, on November 22, Kremlin spokesman Dmitry Peskov said that labor migration in Russia should be strictly regulated, but all rules should be simple and convenient. He emphasized that it is those migrants who arrived in the country illegally and create risks of crime spreading that create the problem. Peskov added that Russia needs migrants for dynamic development.
On November 7, Putin said that the Russian authorities should first of all proceed from the interests of Russians when it comes to attracting migrants. The head of state emphasized that foreigners who came to Russia would not face rejection from the citizens if they know Russian traditions well, observe the law and speak Russian.
