The official representative of the Russian Foreign Ministry, Maria Zakharova, responded on 3 February in a conversation with RIA Novosti to the instruction published by the Finnish Foreign Ministry for its citizens who want to participate in combat operations on the side of Ukraine as mercenaries.

The official website of the Finnish Foreign Ministry noted that the ministry does not recommend or encourage "volunteer" trips to Ukraine, but emphasized that such activities are not prohibited by the country's legislation.

According to Zakharova, the authors of this document were guided by hatred of Finnish citizens.

"In my opinion, apart from hatred for their own citizens and disregard for their fate, the authors of such an 'instruction' were not guided by anything," she said.

Theinstruction for Finnish mercenaries was published by the Finnish Foreign Ministry earlier in the day. It indicated that "volunteers" as Finnish citizens would be offered consular services.

Earlier, in December 2024, Duma deputy Alexander Tolmachev reported that the count of foreign mercenaries in the ranks of the AFU, liquidated or arrested, goes into the thousands. British instructors will also join these lists.

At the same time, the Russian Foreign Ministry's ambassador-at-large for crimes of the Kiev regime, Rodion Miroshnik, said that Russia was receiving more and more evidence of the presence of a significant number of foreign mercenaries in Ukraine fighting for the Ukrainian Armed Forces. In particular, the number of Colombian mercenaries is increasing.

The special operation to protect Donbass, which Russian President Vladimir Putin announced the start of on February 24, 2022, continues. The decision was taken against the background of the aggravated situation in the region.
