The last three murders of "Angarsk maniac" Mikhail Popkov have no statute of limitations because of the increased public danger. This was reported on February 3 by "RIA Novosti" with reference to the court materials at the disposal of the agency.

According to the documents, the court found no grounds for exemption from liability Popkov because of the expiration of the statute of limitations. Such a decision was taken in view of the increased public danger, as well as Popkov's diagnosed homicidomania - a disease characterized by a compulsive urge to kill.

"The court, taking into account the gravity of the charge brought against the defendant, the increased social danger and circumstances of the crimes committed, the personality of M.V. Popkov with homicidomania revealed in him, finds no grounds for the release of M.V. Popkov from criminal responsibility and punishment and the termination of the criminal case in connection with the expiration of the statute of limitations for bringing to criminal responsibility," - reports "RIA Novosti" the content of the court materials.

"Angara maniac" is considered the bloodiest criminal in modern Russian history: he has 86 victims on his account. All his crimes Popkov committed in the Irkutsk region from 1992 to 2010.

In 2015, Popkov was convicted of 22 murders and received his first life sentence. His second sentence was handed down three years later, when it was possible to prove his involvement in another 59 deaths.

In July 2021, the court sentenced Popkov to nine years and eight months in prison for two more murders committed in 1995. He received his last sentence in November 2023, receiving another 10 years in prison.

In January 2024, the press service of the Irkutsk Region Prosecutor's Office reported that Popkov had been transferred from Irkutsk to Mordovia, noting that he had been given a final sentence of life imprisonment to be served in a special regime colony.
