Russians were told about changes in payment for heating in 2025

On March 1, 2025, a regulation will come into force, according to which it will be forbidden to switch to equal payment for heating. In addition, the fee for this service will increase in the second half of the year. In the company Level Group told "Izvestia" on February 7, what changes await Russians in the spring.

Payment for utilities is a topical item of expenditure in every family budget. Heating is the most significant item in the list of utilities, this is due to the cost of maintenance and modernization of heating networks, amortization of equipment, maintenance of the CHPP, which distributes heat between houses. Usually, water with additives to prevent deposits is used as a heat carrier, and gas, coal or peat is used as fuel to heat the water.

According to the law, payment for the heating utility service is made in one of two ways: during the heating period, only when heating is supplied, or evenly distributed throughout the calendar year. And then residents pay for heating all year round, spreading the financial burden over 12 months. Regions independently determine which payment system to use. On March 1, this approach will be changed: a decree prohibiting the transition to the uniform payment for heating during the year will come into force. But those regions that have previously chosen this method of payment can keep it.

"The regional authorities each year determine by what method the region will pay for heating. At the same time, the total amount of payment is approximately the same for any method. The only difference is that in the first case it is divided into 12 months, and in the second - for the duration of the heating season (from seven to eight months). The innovation will prioritize payment only during the heating season. This will allow owners to pay for heating only when it is available, but at the same time it will exclude the possibility of distributing expenses evenly throughout the year," explained Tatiana Seredenkova, General Director of Level Home management company from Level Group.

In addition, in the second half of 2025, indexation of the cost of housing and utilities services, including heating, is expected, the company reminded.

Earlier, on November 30, 2024, general director of the professional legal group AID, lawyer David Adams told Izvestia that pensioners can claim a number of subsidies and compensations related to the payment of housing and communal services (HCS). He also reminded that in some cases benefits can be lost, for example, in case of court-approved arrears in payment of housing and utility services.
