The expert told about changes in payment for heating from March 1
From March 1, 2025 the order of payment for heating in apartment buildings will change, Russians will pay only for the heating season. This was reported on February 1 by Mikhail Kosov, Head of the Department of State and Municipal Finance of Plekhanov Russian Economic University, to the agency "Prime".
He specified that now heat consumers have two ways to pay for heating services. In most regions, Russians pay for heat only during the period of its supply according to the indicators on the meters.
In addition, in other regions of the country, payment is made in equal installments throughout the year according to the 1/12 system, which is based on the readings of meters for the previous year. The amount in such a receipt is often less than in the one received according to the actual heat consumed, but the total payment for the whole year in any method of calculation should not have differences, Kosov added.
"Russians will no longer be able to pay for heat in homes evenly throughout the year - now the payments will come only in the heating season. House residents will see the real costs of meters and will start paying only for the actual heat consumed," the expert noted.
He emphasized that the relevant innovation will allow all heat consumers to see more detailed information with all the necessary figures in the receipts.
Earlier, on January 7, First Deputy Chairman of the State Duma (GD) Committee Vladimir Koshelev reported that the GD Committee on Construction and Housing and Communal Services will finalize the bill on the allocation of payment for current repairs as a separate type of payment so that in utility bills may appear the amounts collected from residents for current repairs, debts and the total cost of planned and completed work.
