Manturov compared AI competition to an arms race


The race to develop artificial intelligence (AI) technologies is comparable to the arms race and space exploration programs. This was stated by Denis Manturov, First Deputy Prime Minister of the Russian Federation, on Friday, January 31.
"We can talk about another milestone of technological competition comparable to the arms race and space exploration programs. Russia as a whole is in the fairway of global trends," he said during a strategic session on the use of AI in the Military Innovation Technopolis "Era".
Manturova noted that Russia is currently developing its own technological products, in particular language models based on neural network tools. According to him, most of the developments have dual-use potential. He pointed out that the goal of the Russian Federation in this area is to use the developments in solving applied military tasks.
The Russian First Deputy Prime Minister added that AI capabilities should be used for deep analysis of the conflict in Ukraine and for "additional training of domestic intelligent systems."
Earlier, on January 28, Nikolai Patrushev, Russian presidential aide and chairman of the Russian Maritime Board, said that the Russian Federation is working to create a single center of competence for the development of crewless boats (CU) for the Navy (Navy). Machine learning and AI technologies will be used in designing new models. Patrushev pointed out that the Navy is already being equipped with BECs, and their production has seriously increased taking into account the experience of the special operation for the defense of Donbass.
Prior to that, on January 1, Russian President Vladimir Putin approved a list of instructions following the conference "Journey into the World of Artificial Intelligence." He instructed the government to provide methodological support for the use of artificial intelligence technologies in the sphere of state and municipal administration. In addition, the list of instructions included the need to submit a proposal to expand the use of AI for additional training and counseling of schoolchildren in general education subjects.
