The Russian Interior Ministry has prepared amendments to the Code of Administrative Offenses, which are designed to close a legislative loophole that allows some drivers not to pay fines for "blindly" tinted windows. This was reported by "Kommersant" on January 31.
The amendment will eliminate the legislative gap that allows newcomers from South Ossetia, Abkhazia, Armenia and Georgia to drive cars with excessive tinted windows. The fact is that they can use their cars on the territory of the Russian Federation for six months without registering them with the State Automobile Inspectorate. Thus, such cars are not subject to the actions of technical regulations, which establish the level of light transmission. Thus, drivers cannot be fined for certain violations, in particular for excessive tinting.
The Ministry of Internal Affairs of the Russian Federation is going to equalize the obligations of foreign and Russian drivers by making technical amendments to Part 3.1 of Article 12.5 of the Administrative Code of the Russian Federation, which establishes a fine of 500 rubles for exceeding the established norms of tinting (not less than 70% in the windshield and front side windows).
"These norms are prescribed in the technical regulations of the Customs Union "On the safety of wheeled vehicles", to which Article 12.5 of the Code refers. The Ministry of Internal Affairs proposes to replace this reference to the "Basic provisions on the admission of vehicles to operation", approved by the annex to the decree of the Government of the Russian Federation № 1090", - explained in the note.
The day before it was reported that the deputies of the Moscow regional Duma adopted in the third reading of the law on the introduction of fines for non-payment of toll roads. The CAO of the Moscow region is supplemented by a new article. Fines will amount to 3 thousand rubles for citizens and 10 thousand rubles for legal entities.
Also on Thursday it became known that the Ministry of Finance of Russia gave negative conclusions on the initiatives to increase the limits of payments under CMTPL insurance and the introduction of compensation for damage in the absence of a policy of the perpetrator of the accident.
