Experts named the most suitable regions for the expansion of the Family Mortgage Program

Ingushetia, Kalmykia, Novgorod, Kostroma and Tambov regions, as well as the Republic of Mordovia were among the regions in which the preferential program "Family Mortgage" for secondary housing would be especially in demand. This was reported by analysts of Domklik.

Director of "Domklik" Sberbank Alexei Leipi noted that the expansion of the program "Family Mortgage" on the secondary housing market will help families with children to solve the housing issue where new construction does not yet cover the demand. "In these regions, the rate of new real estate construction lags far behind the national average - about 5-6 times. Therefore, now the inclusion of secondary housing in the program will be an important support measure for families wishing to improve their housing conditions," Leipi said.

On the instructions of Russian President Vladimir Putin, the preferential program "Family Mortgage" should be extended to secondary housing in those settlements where housing construction is insufficient.

To determine the regions where the "Family Mortgage" could be extended to secondary real estate, analysts used two criteria. The first one is that the region is among the subjects of the Russian Federation with the lowest share of housing loans issued under the program, and the second one is that the region is among the subjects of the Russian Federation with the lowest volumes of primary housing construction.

Thus, Ingushetia has the lowest share of "Family Mortgage" disbursement - 0.02%. In addition, the republic demonstrates the minimum volume of new housing construction - about 6 thousand square meters in 2024. In addition, Kalmykia and the Novgorod Region (0.2%) have low issuance rates. The volume of construction of primary housing here is also insignificant. The purchase of housing on the secondary market may be relevant for such regions as the Kostroma region, Mordovia and Karachay-Cherkessia. Here the share of "Family Mortgage" issuance is no more than 0.4%, and the volume of new housing construction does not exceed 97.2 thousand sq. m.
