Housing loans may not be allowed to be issued under government programs if they do not meet the parameters of standard mortgages. This was announced on January 30 by the head of the Department of Banking Regulation of the Bank of Russia Alexander Danilov during a press conference on the results of the banking sector development.
"Standard mortgage is a kind of good practice, where everything is clear, where there are no pitfalls," explained Danilov.
According to him, the regulator is developing such requirements for housing loans - they should be further discussed with the Ministry of Finance, but they will help to counteract unfair practices in the market.
In addition, it is possible to increase the risk weight for mortgages that will go beyond the standard parameters. For conventional housing loans the indicator will be at the usual level, said Danilov.
Risk-weight determines how much money the bank directs to reserve loans. The higher this indicator on the loan, the less favorable this loan to the bank.
"The Central Bank is engaged in this idea, but it needs elaboration and discussion with the market," summarized Danilov.
Last year, December 13, the head of work with individuals of the company "Insurance broker AMsec24" Maxim Kolyadov in a conversation with "Izvestia" explained the artificial inflating of mortgage rates by banks. According to him, credit organizations have the right to independently set the terms of lending within the framework of the legislation. However, if the program has clear instructions on the down payment or other conditions, then changing these conditions may be considered a violation.
