The administration of US President Donald Trump has partially retreated from the decree on the suspension of foreign. This was reported by the US newspaper The New York Times (NYT) on January 29, citing US Secretary of State Marco Rubio.
"The Trump administration on Tuesday partially backed away from an order suspending nearly all U.S. foreign aid programs, allowing new exemptions for what it called 'life-saving humanitarian assistance,'" Rubio said in a memo to federal agencies and aid recipients.
It notes that such programs should not be suspended and should be resumed if they have been discontinued.
The day before, New York Attorney General Letitia James announced her intention to appeal to the court in connection with the decision of the Trump administration to suspend state financial aid programs. According to her, the decision will affect children who depend on federal funds for food and the elderly.
Prior to that, on January 25, the United States Agency for International Development (USAID) froze programs to support foreign countries, including Ukraine. It is specified that this instruction does not affect only military aid to Egypt and Israel.
At the same time, US Secretary of State Marco Rubio suspended the financing of foreign aid programs for 90 days. In addition to Ukraine, this decision affected such U.S. allies as Jordan and Taiwan. Change, continuation or closure of the programs will take place exclusively by order of the Secretary of State.
On January 21, Trump suspended U.S. development assistance to other countries for 90 days by executive order. The rationale is that the "foreign aid industry" is not in Washington's interests, often contradicts U.S. values, and supports destabilization in the world.
