Minsk and Moscow plan to sign a document, which will allow citizens of Belarus, permanently residing in Russia, to participate and vote in local elections in Russia. January 28, President of Belarus Alexander Lukashenko approved by his decree the draft protocol on amending the Treaty between Belarus and Russia on Equal Rights of Citizens of December 25, 1998 as a basis for negotiations, reports the press service of the head of state.

"The draft protocol enshrines the possibility on a reciprocal basis for Belarusian and Russian citizens permanently residing in the territory of the other state to participate in local elections - to elect and be elected to local self-government bodies," the report says.

The document is the result of purposeful work to ensure equal rights of Belarusian and Russian citizens, including electoral rights, the statement says.

According to the press service, the Ministry of Foreign Affairs is authorized to hold talks on the draft protocol and its signing

The same day Lukashenko said that the presidential election in Belarus had been held at a high level, without shocks, contrary to the expectations of the West.

January 27, chairman of the Central Election Commission of Belarus Igor Karpenko reported that the incumbent head of state Alexander Lukashenko had won the presidential election with 86.82% of the vote. At the same time, there were no complaints of any violations from citizens and observers.
