On 28 January, the head of the Donetsk People's Republic (DNR), Denys Pushylin, named the priority areas of work in the new regions of Russia during a working meeting with Federation Council Speaker Valentina Matviyenko.

Pushilin noted that in the process of integration of the liberated territories, a number of issues arise, on the solution of which the authorities are working.

"Special attention in the strategy is paid to the integrated development and formation of a common economic space of the Azov region. It also provides for work aimed at reducing the shortage of qualified personnel, restoration of housing and infrastructure facilities, development of metallurgy and engineering, implementation of investment projects in the coal industry, development of tourism and agriculture," he said.

The head of the republic said that in order to achieve these goals it is necessary to solve issues within the framework of the integration of the DNR into the legal and socio-economic system of the Russian Federation.

It is also proposed to amend the current legislation to prevent the non-use of agricultural land plots in the territories of the reunited subjects of the Russian Federation. Matvienko and Pushilin agreed that it is necessary to involve land in economic turnover. The head of the DNR told about cases when the owners left for Ukraine or unfriendly countries, but the plots remained. According to him, the land, without an owner, should be in use, in the interests of Russia for the sake of food supply.

"The issue is really urgent, problematic and it needs to be solved. First of all, because it concerns food security, the land should not be idle. And secondly, many owners of abandoned land, as well as enterprises, real estate are enemies of Russia and their return is not a question at all", - explained Pushilin.

The head of the DNR also spoke about problems in the field of education. According to his data, today the number of students of educational organizations in the region is 144,119 people, while the number of teachers is 15,347. Thus, the ratio of the number of teaching staff to the number of students is 10.64%. Pushilin said that work is now underway to attract new teachers to the DNR.

"To this end, the Zemsky Teachers program has been launched on the territory of the DNR. There is a need to allocate housing for pedagogical workers, including those arriving from other regions of the Russian Federation," the politician said.

First Deputy Chairman of the Federation Council Andrei Yatskin, in his turn, called the restoration of housing and infrastructure, including ensuring uninterrupted operation of power grids, development of metallurgy and machine building, and agriculture as priorities for the development of the new entities. In addition, the integration of the regions into the educational space of the country is also very important, Yatskin added. According to the deputy head of the Council of Ministers, the issue of making children feel safe in schools requires the closest attention.

"Speaking about schoolchildren, about children, we should certainly prioritize the issue of anti-terrorist protection and security at these educational facilities. The reunited entities have been quite actively involved in anti-terrorist security measures," Yatskin concluded.

Prior to that, on December 20, 2024, Pushilin said that about 27 regions-sheriffs are working in the DNR to restore infrastructure, residential structures, as well as social facilities of the republic. According to him, by the end of November alone, almost 700 multi-storey houses had been repaired and about 130 km of roads in settlements had been restored.

Earlier, on December 14, Deputy Chairman of the Russian Security Council Dmitry Medvedev said that the potential of the new Russian regions should be fully realized. According to him, Novorossiya is home to energetic, talented and brave people capable of strengthening the strength and glory of Russia through their efforts.

Earlier, on September 5, Kremlin spokesman Dmitry Peskov said that the Luhansk People's Republic (LNR), the DNR, Zaporizhzhya and Kherson regions are an integral part of Russia. According to him, work is currently underway to integrate the new regions

The Donetsk and Luhansk People's Republics, as well as Kherson and Zaporizhzhya regions on September 30, 2022 became part of Russia following the results of referendums held from September 23 to 27.
