The Prosecutor General's Office demands to recover 3.2 billion rubles and seize the property of the heads of the Kursk Region Development Corporation, who are suspected of large-scale withdrawal of funds that were pledged for state contracts to ensure the defense capability of the region. This follows from the claim of the agency, which is at the disposal of "Izvestia".
It is specified, the contracts concerned the construction of defense structures, in particular, dugouts, firing points, strongholds, anti-tank pyramids. The region has a special regime of contracting with contractors - without competitive procedures, recalled the Prosecutor General's Office.
According to the lawsuit, the corporation managers concluded state contracts for the creation of defense facilities with their controlled legal entities, and then withdrew funds through one-day firms.
Members of the corporation's management Vladimir Lukin, Igor Grabin and Snezhana Martyanova have already been detained and arrested in the case of illicit enrichment. In addition to them, the lawsuit suggests that Kursk Regional Duma deputy Maxim Vasiliev, ex-deputy Yuri Bessonov, Martyanova's sibling - owner of Energo Resurs LLC and Trade House Kursk LLC - as well as Moscow-based entrepreneur Ivan Utkin are involved in the corruption scheme.
"In total, from 2022 to 2023, with the assistance of officials of the corporation concluded 23 contracts for a total amount of 3 222 435 230 rubles 12 kopecks," - specified in the Department.
Earlier, on January 18, it was reported that the Deputy head of the city district of Ruza detained on suspicion of corruption. The official is suspected of taking a large-scale bribe (item "in" part 5, article 290 of the Criminal Code of the Russian Federation).
