The term of land lease was halved in Khabarovsk Krai


The Khabarovsk Territory is optimizing procedures for issuing land plots. This is being done as part of measures to improve the investment climate and the region's position in the National Rating.
As the regional Property Ministry told AmurMedia news agency, the average term for obtaining land for lease by bidding has been reduced from 182 to 107 calendar days, and without bidding - from 171 to 81 days. This should help entrepreneurs who plan to launch their business in the region, the ministry believes.
Land plots are provided without bidding for the realization of large-scale investment projects, agreements on public-private or municipal-private partnership, cassation agreements. Peasant farms can also get land without bidding.
According to the head of the department Nikita Matveev, a legal act was adopted in 2024, which establishes the initial price of the subject of the auction for the right to conclude a land plot lease agreement depending on the category of land. This reduced the period that is required to conclude a lease agreement based on the results of the auction.
In addition, the region has made it so that the mechanism for putting land on the cadastral register works in "two touches". Thus, the process of interaction between the customer and the contractor has also been reduced. Now it is necessary to conclude a contract and receive from the cadastral engineer an extract from the USRN for the plot. The term of approval of the scheme of the plot location on the cadastral plan has been reduced to nine working days.
The Agency with reference to the press service of the Governor and the regional government notes that in 2024 the new scheme of obtaining land was tested by the company LLC "SERVICE-AGRO". It became a tenant of land plots in the Bikinsky district. It was granted land for agricultural production.
In December 2024, it was reported that the production of greenhouse vegetables in Khabarovsk Krai increased by 20%. A total of five large greenhouse complexes operate in the region, four of them in Khabarovsk and Khabarovsk district. According to Svetlana Kondrashova, Head of the Department of Investment, Export Development and Staffing of the Ministry of Agriculture, the production growth was facilitated by government support measures.
