Russia has certified a road camera with a noise meter

Rosstandart has issued a certificate for a new photo-video registration complex called "Efir", which is capable of measuring the noise level on the roads. This was announced by Moscow Deptrans in its Telegram channel on January 27. The complex is designed to combat excessively loud cars and motorcycles. Since 2021, specialists of the Center for Road Traffic Organization (CRTO) have been testing the complex and conducting studies of the permissible noise level from vehicles.

In the future it will be necessary to approve the noise limits, to determine the responsibility for exceeding the permissible noise level and to make changes to legislative acts. According to Maxim Liksutov, Moscow's Deputy Mayor for Transportation, the camera is planned to be used for monitoring until the legislation is amended. The DPC will continue to test the operation of the complex and select optimal locations for its installation.

According to "Kommersant", the 12-kilogram device "Ether" is a camera with four directional microphones. According to the documentation, the complex simultaneously receives and processes information from the microphones and video module, identifying the source of excessive noise "based on phase shift analysis of peak levels." The range of sound volume measurement is 60-120 dB.

The bill on fines for violation of noise standards by vehicles was introduced by the Moscow City Duma as part of Sergei Sobyanin's assignment to the State Duma and passed in the first reading on July 20, 2023. The document assumes that the fine will be from 5 to 30 thousand rubles, the regions will set the permissible noise level for themselves. Now the maximum noise level is prescribed in the technical regulations of the Customs Union on the safety of wheeled vehicles - 96 dB for cars and motorcycles.

Earlier in the day it was reported that the State Duma developed a bill that proposes not to evacuate the car in the absence of the driver's registration documents for him, except in cases of car theft. Amendments are proposed to the CAO RF. Now the detention of a vehicle is provided for in the case of driving by a driver who does not have documents for the car.
