The State Duma proposed not to evacuate a car from a driver without documents

The State Duma has drafted a bill proposing not to evacuate a car if the driver does not have registration documents for it, except in cases of car theft. This was reported by the head of the Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov (LDPR) in his Telegram channel on January 27.

Amendments are proposed to the CAO RF. Now the detention of a vehicle is provided for in case of its management by a driver who does not have the documents for the car. The explanatory note notes that the lack of documents (if they actually exist) has no effect on road safety, and the placement of the vehicle in the impound lot involves additional difficulties for both the owner of the car and the employees who take these measures.

At the same time, it is a common case when a driver forgets his documents at home, at work or elsewhere. In most cases, the cause of detention is eliminated when relatives or acquaintances of the motorist deliver him documents to the place of administrative offense, but not everyone has such an opportunity, the deputy noted.

"Simple forgetfulness even law-abiding drivers turn out to be evacuation of the TS to the impound lot. And why evacuate the car, if it is not stolen? <...> If the driver has no documents for the car, it can be detained only in the case of theft proven by the electronic database. We need to live with modern opportunities," Nilov said.

January 20, Yaroslav Nilov reported on the introduction of a bill that provides for an increase in the limit of insurance payments for CMTPL insurance. Thus, the document proposes to increase the limit of insurance payments under CMTPL insurance from Br500 thousand to Br650 thousand in terms of compensation for injury to life and health of victims and from Br400 thousand to Br520 thousand in terms of property damage.
