EAEU trucks will be blocked from leaving Russia if they fail to pay fines

After March 1, foreign trucks will be blocked from leaving Russia if they have unpaid fines, in particular for overloading. From this date, the country will introduce a system of cabotage transportation, when trucks from the Eurasian Economic Union (EAEU) countries will be able to transport cargo inside the country. This was told to "Izvestia" in the Ministry of Transport.

Such heavy trucks will be allowed no more than three consecutive trips within seven days of the first unloading in Russia. Each trip must be confirmed by a bill of lading and represent a stage to the next loading or movement to the state border. Transportation of dangerous goods will be prohibited.

If foreign TLCs violate these and other conditions, they will not be allowed to operate for one year from the date the violation was discovered.

Rostransnadzor's authority to detain vehicles (TLCs) belonging to foreign carriers throughout Russia with unpaid fines, including for overloading, has also been established.

"In addition, regulations have been adopted establishing the authority of the Federal Customs Service to prevent foreign carriers from leaving the territory of the Russian Federation in the presence of unpaid fines," the department added.

The FCS confirmed to Izvestia that the customs authorities are authorized to control the payment of fines by foreign carriers.

A truck with a foreign license plate can be detained, moved to a special parking lot or restrained with blockers for non-payment of fines, Oleg Pavlov, chairman of the Public Consumer Initiative (PCI), told Izvestia. The trucks with existing debts will not be allowed to enter the territory of Russia either.

However, so far the databases of Rostransnadzor and FCS have not been harmonized, and fines do not arrive or arrive with a delay, the association "Gruzavtotrans" said.

"Despite the assurances of the Ministry of Transport, there are difficulties with the accrual of fines for overweight (375-600 thousand rubles) to foreigners. They cannot be charged by automatic weight and dimensional control points, while Russian carriers receive such fines. "Foreigners from the EAEU can be checked for overweight mainly by Rostransnadzor employees in person, during scheduled raids," Vladimir Matyagin, president of the association Gruzavtotrans, told Izvestia.

This puts foreign carriers in a more favorable position before Russian companies, says a market participant.
