More than 10,000 residents of the Orenburg region have still not received compensation for housing reconstruction after the large-scale flooding that occurred last April. All of them have been denied payments. "Izvestia" found out why this is happening.

The pensioner has lived in her house most of her life, but she was denied compensation, as she is not the owner of the house according to the documents. The woman has no money to restore the house on her own.
Elena Ishmukhametova, a resident of Orenburg, is in a similar situation - she was denied compensation for major repairs to her sunken house because she has other housing.
"I received as an inheritance this year. The house is 50 squares. I am the heir alone and therefore, if divided on my family members, I do not pass on the payment," - said the interlocutor.
At the same time, the Orenburg administration claims that refusals in compensations are justified by the current legislation. At the same time, the authorities of the subject have already met the victims' needs - they have adopted a law at the regional level, allowing them to receive money for repairs if they have other housing or a share of more than 18 square meters. meters. However, it applies only to privileged categories of citizens, in other cases the federal law applies.
"The right to payment have citizens who had a residential property on the day of the emergency. And the right to payments are entitled to one lost or damaged dwelling", - said the Deputy Minister of construction of the Orenburg region Marina Ilyina.
Earlier, on January 23, Russian President Vladimir Putin instructed the Prosecutor's Office and the control department of his administration to check the work of the Ministry of Construction and the Governor of the Orenburg region Denis Pasler to combat floods.
