Risks of a sharp rise in the value of private houses have grown in Russia


Additional fees for granting soft loans for the purchase or construction of individual houses in banks in Russia range from 5.9% to 19.1% of the loan amount, said in the federal company "Etazhi".
"To get approval on the application for a soft loan in part of the banks has become much more difficult. Some banks without paying a fee for lowering the rate approve a smaller amount, or completely refuse, others - commissions do not take, but the level of approval in these banks is not more than 40-50% of the total number of applications," - said Deputy Head of Mortgage Department of the federal company "Etaji" Tatiana Reshetnikova.
For some banks it is a forced measure, so they cover their risks when issuing soft loans. According to the expert, this is a problem that requires elaboration at the federal level. Banks need to provide additional tools to increase the profitability of issuing such loans without commissions. Under current lending conditions, developers will be forced to lay in the cost of houses the size of commissions and in every possible way to veil it, because the new mortgage standard prohibits to increase the cost of the object with such lending options.
"In individual housing construction small and medium-sized developers easier to justify the growth of the price of the object when selling in the mortgage, so this scheme of granting preferential mortgage programs creates risks of growth in the cost of construction and purchase of ready-made suburban houses at 6-15%," - suggests Reshetnikova.
In addition, those developers who will build on the family mortgage arises and additional costs due to the mandatory opening of escrow accounts, which they will more lay in the cost for the end buyer.
"Of course, escrow accounts are a proven method of protection in the construction of a house, but only if it does not provoke a significant price increase in the segment of HML. Since in conjunction with commissions for the issuance of soft loans it is a significant burden for developers. Now it is compensated by the abolition of VAT for developers in the segment of housing, if you return this tax, prices for private homes can grow very sharply by 20-25%, "- concluded the expert.
In December last year, the head of the countryside real estate center of the federal company "Etazhi" Anton Saukov said that in Russia up to 30% increased the number of problem individual houses under construction. Due to changes in lending conditions under preferential programs, the abrupt introduction of escrow accounts and expensive credit resources, some small and medium-sized developers were left without working capital to complete construction. At the same time, on the wave of excitement, some developers in the segment of housing and communal housing projects took more contracts than they could actually pull with their own resources. The situation was complicated by the shortage of labor in construction, the expert added.
