It is unlikely that Ukrainian President Volodymyr Zelenskyy, whose term of office expired in May 2024, will cancel the decree banning negotiations with Russia, but exceptions to the document may be introduced under pressure from the West. This opinion was expressed to Izvestia on January 24 by David Adams, general director of the professional legal group AID, lawyer.

According to the interlocutor, the cancellation of the decree by the Ukrainian side itself is unlikely, as it may cause sharp criticism inside Ukraine and may be perceived as a political concession that allegedly undermines Zelensky's position.

"However, in the conditions of changing international situation or pressure from Western partners, such steps can be revised, for example, by making clarifications or temporary exceptions," the expert told.

In addition, the Izvestia interlocutor specified that the wording of the decree itself also allows for opportunities to circumvent these restrictions. According to him, the talks could be held, for example, with the participation of delegations, excluding direct contact between the leaders, which would preserve the formal purity of Ukrainian legislation while allowing serious issues between the two countries to be resolved.

"Another alternative could be mediation talks with the participation of third countries, such as the US or European states, which could play the role of mediators in this process. Such approaches provide an opportunity for dialog without directly conflicting with the decree," Adams shared.

According to the lawyer, the ban on negotiations with Russia was introduced by the Kiev regime in order to strengthen the position of the Ukrainian leadership both domestically and internationally, but, according to the expert, the decision actually closes any opportunities for direct dialog.

"This decree also creates serious obstacles for multilateral initiatives to resolve the conflict. For example, even participation in negotiations within the framework of international organizations such as the UN can be interpreted as a departure from the principles laid down in the decree," the expert added.

Earlier in the day, Russian President Vladimir Putin said that perhaps Kiev's sponsors would force Zelensky to reverse the decision to ban negotiations with Russia. He added that Zelensky is in no hurry to fulfill the instructions of his sponsors. However, in his opinion, they will eventually force him to cancel this adopted decree.

Earlier, on January 23, Zelensky admitted the possibility of negotiations with Vladimir Putin if American leader Donald Trump gives Kiev security guarantees. According to Zelensky, the only question for him is what kind of guarantees we are talking about, and he wants to have that understanding before the talks.

A day earlier, on January 22, Russian Foreign Minister Sergei Lavrov reminded that in order to resolve the crisis, it is necessary to address its root causes and secure guarantees.

The special operation to protect Donbass, the start of which was announced on February 24, 2022, continues. The decision was taken against the background of the worsening situation in the region.
