In the Russian Federation, it was proposed to enshrine in law the possibility of issuing electronic student tickets

Russia has proposed to enshrine in the Law on Education the legal basis for the widespread introduction of electronic student tickets for all students. As "Izvestia" found out, such a bill will be submitted to the State Duma on January 22 by deputies of the party "New People" headed by Alexei Nechaev, Vladislav Davankov and Anton Tkachev with the support of all factions.

The explanatory note to the project notes that the country is conducting an experiment on the formation in electronic form of information on student tickets and information on credit books of Russians studying in educational organizations of higher education and scientific organizations under the programs of secondary vocational education, bachelor's, specialist, master's degree. It will last until December 31, 2025. At the same time, the opportunity to issue an electronic student ticket is popular among students. Therefore, given the positive interim results of the experiment, the authors of the document propose to fix the legal basis for the widespread introduction of electronic student tickets.

"The amendments concern the possibility to fix in the Law on Education the legal basis for the widespread introduction of electronic student tickets for all students. Why is this important and relevant? Today there are 4.3 million students studying in Russia, of which 1.5 million have the opportunity to issue an electronic student ticket. To date, more than 300,000 students have issued it, that is, every fifth of those who have the opportunity," Tkachev explained to Izvestia.

According to him, the electronic student ticket will be formed through the portal "Gosuslugi" in the form of a QR code, which is a universal confirmation and a full analog of the classic student ticket. With its help it will be possible to solve many different issues from the passage to the territory of the university to the quick confirmation of the right to benefits, the politician has explained.

The deputy noted that currently, when students use a classic student ticket when issuing, for example, travel documents, a certain amount of time is spent on the need to verify the availability of this student benefits and directly authenticity of the student.

"At the same time, when the student ticket is a QR code on the screen of a smartphone, the verification takes seconds, which greatly simplifies the life of both the student himself and the organization providing the service," he said.

Earlier, in early December 2024, it was reported that the Ministry of Science and Higher Education of the Russian Federation has approved a new procedure of admission to universities. Uniform terms of admission of documents, publication of competitive lists and orders on enrollment at different stages are established. Priority admission to budgetary places for bachelor's and specialty courses should be completed no later than August 2-3, the main stage of admission - August 6-7, additional - August 10-11, and admission to paid places - September 30.
