Prosektor and realignment: Trump signs first executive orders and prepares for new measures

The 47th President of the United States and his associates have repeatedly stated the need to act quickly. Therefore, almost immediately after taking office, Trump began to implement the initiatives he had conceived and prepared in advance. In the first day of his presidency, he signed 115 personnel appointments, more than 200 executive decisions, 42 of which were executive orders or declarations. Most of the decisions adopted on the first day of the new presidency are, in fact, the repeal of the predecessor's orders. They are supposed to have an immediate practical and media effect and are a demonstration of intentions for both supporters and opponents.
For example, Trump again withdrew the U.S. from the Paris climate agreement (Biden, upon taking office, reversed a similar decision Trump made in his first term) and the World Health Organization, which some Trumpists accuse of condoning an inadequately harsh policy of pandemic restrictions and others of complicity in the creation of the coronavirus. The removal of Cuba from the list of countries sponsors of terrorism lasted exactly six days. The Gulf of Mexico is now called the American Gulf of Mexico in the United States, and the highest mountain in North America, Mount Denali, was returned to its former name, given in honor of President William McKinley.
The same issues include the expected rejection of ideas about "gender identity" and the recognition of two sexes exclusively at the state level (the concept of "gender" introduced under the Democrats is thus disavowed). In all likelihood, in the future, conservatives on the ground will push for certain solutions already against the "rainbow agenda".
Four years of drilling
The most important decisions from the point of view of "Biden's abolition" were the decisions to declare a state of emergency in the energy sector, which will make it possible in the shortest possible time to issue an unlimited number of licenses for production and construction of the relevant infrastructure.
Together with the already mentioned withdrawal from the Paris Agreement and a number of subsequent measures, Trump plans to "bring everything back" as quickly as possible, including, for example, the volume of the U.S. strategic reserve, significantly reduced under Biden. But, in addition, Trump will increase hydrocarbon production (which grew slowly under Biden) and look for new opportunities beyond the existing state borders (to the question of Greenland and Canada, rich in these resources).
The funds freed up from "green" projects (which is about $100 billion) are planned to be used for the development of AI-technologies. However, in order to realize such ambitious projects, we will first have to deal with the overhaul of the infrastructure, which is in a very poor state. The $1 trillion allocated by the Biden administration two years ago for this purpose has disappeared in an unknown direction (and actually dissolved into a gigantic bureaucracy or was spent on promoting an "agenda").
The road to the Capitol will be shown
Another important item is the pardoning of some 1,500 participants in the "storming of the Capitol" on January 6, 2021, actually victims of the American domestic political war (some of them received double-digit sentences). According to Vladimir Vasilyev, chief researcher at the Institute of the United States and Canada, Trump is signaling to his supporters in this way.

The second is the "anti-Biden" policy and the decision to pardon not members of his family, but 1,500 of his supporters. Prioritized on the list of signed executive orders is the return of the so-called Appendix F, which reclassifies thousands of employees of federal agencies and subdivisions into salaried employees - now they will be much easier to fire. With his next executive order, Trump canceled telecommuting for government employees. Earlier, U.S. House Speaker Mike Johnson said that 1% of U.S. officials work in offices after the pandemic.
Trump has long promised staff optimization, but it, along with a number of other similar decisions, is part of a giant project to cut government spending and change fiscal policy. For this, the president has hired Ilon Musk (as head of an advisory body, the Department of Government Efficiency) and ultra-conservative Russell Vought (as head of the Department of Administration and Budget), one of the authors of Project 2025.
The most telling of Trump's already announced personnel decisions was the launch of an investigation into more than 50 former intelligence officials. They are accused of trying to discredit the famous Hunter Biden laptop story. The officers signed a letter declaring the story "Russian disinformation" and thus influencing the 2020 presidential campaign.
The executive order's 90-day ban on foreign aid fits into the same context - purges and streamlining - as well. It concerns only those funds that were directed "for the development" of these states. Apparently, in this case it is not so much a question of banning this instrument, but rather an audit of its effectiveness.
This is also a landmark decision that is relevant to Russia, says Vladimir Vasiliev.
- America's leadership was largely based on this kind of financial assistance, real foreign policy, and not declarations about democracy. We are talking, among others, about the former Soviet republics. They were drawn to the U.S. because it gave money. A separate story is Musk's structure, which together with the ABU will be engaged in radical cuts in government spending. And here the important thing will be how much Trump is ready to go to the end," the expert emphasizes.
The culmination should be the budget for 2025, the adoption of which under Biden the Trumpists successfully disrupted. Its consideration is scheduled for February-March.
In this regard, the lack of consolidated resources at a time of enormous costs (the U.S. budget deficit last year - $1.7 trillion) and growing national debt ($36.38 trillion) is the main problem. In this regard, the success of Trump's initiatives, envisioning a solution to everything at once, remains very much in doubt.
Is there a fog of war ahead?
The most anticipated in the polls and at the same time Trump's most complex, time-consuming and comprehensive solution is the policy to deal with illegal aliens. The executive order declaring a state of emergency on the border with Mexico looks spectacular, but on the scale of the problem, a small step. Just like his two other executive orders - to change the interpretation of the 14th Amendment to the Constitution, on "birthright citizenship" and to recognize two Mexican drug cartels as terrorist organizations.
The latter decision significantly expands the horizon of possibilities for U.S. intelligence services, Vladimir Vasilyev admits, but since the "war on drugs " is closely linked to the "war on illegals," the sum of factors could lead to a real military conflict with Mexico. To catch and deport several million people, and even with open sabotage from the Democrats, and after that to defeat the cartels de facto controlling the neighboring country - this task looks extremely difficult to solve, the expert admits.
- Trump has promised and will probably engage the army. Because we are actually talking about a guerrilla war, which may well lead to very serious consequences. Mexico is largely run by cartels. That means that both illegals and the drug business are closely linked to them. Trump understands perfectly well that there is no way around it without the use of hard power tools. As I think, a very serious confrontation may well be on the horizon," Vasilyev commented.
Sergei Mikhailov, a leading RISI expert, believes that the topic of countering illegal migration will soon become the most media-driven," he said.
- Trump will try to show increased activity in the issue of illegal migration. On the one hand, this problem has constantly been on the rumor. On the other hand, it opens up an opportunity to put pressure on the Democrats. To what extent he will be able to solve the problem in its entirety is a big question, especially given the opposition at the state level and the interest of big capital in keeping cheap labor," the Izvestia interlocutor points out.
