The staff of a clinic in Kazan, where a child died during an appointment, may face up to three years' imprisonment, lawyers believe. A one-year-old boy was brought to the medical center of osteopath Bayramova by a family from Samara on the advice of an acquaintance. The boy's reception, as the parents told Izvestia, lasted about an hour and a half. At some point the child began to choke, and then passed out. He was brought to his senses and continued medical manipulations, despite the objections of the mother. Some time later he died. The IC for the Republic of Tatarstan opened a criminal case on causing death by negligence. The body was sent for examination to establish the cause of death.

What happened in the osteopathy center

The Investigative Committee for the Republic of Tatarstan opened a criminal case on causing death by negligence due to improper performance of professional duties. According to the investigation, on January 20, 2025, a boy born in 2023 died in one of the medical centers in Kazan. The child's mother and father told Izvestia that they were at the reception at the Medical Center of osteopath Bayramova.

- We are from Samara, we came to Kazan specifically to see an osteopath on the advice of an acquaintance who traveled here with her children and they were helped. Our son has a short neck and weak muscles. He was given several procedures," said the head of the Altunbayev family.

According to Izvestiya's source, the reception was conducted by the chief doctor, candidate of medical sciences Lyailya Bayramova. The website of the medical center says that she has both medical and specialized osteopathic education: she graduated from the medical faculty of the Kurashov Kazan State Medical University, internship in neurology, residency in neurology, completed an osteopathy program at St. Petersburg State University and Mechnikov Northwestern State University, studied psychology as an additional professional direction at Kazan National Research Technological University.

Laylya Bayramova works with diseases of the musculoskeletal apparatus, cardiovascular system, scoliosis, back pain, joint pain, pain syndromes of various etiologies, gynecological problems, the medical center's website notes.

"Great practical experience in classical Western and traditional Eastern medicine allow Lyayla Nurovna to achieve high results in the diagnosis and treatment of a variety of diseases," it says.

The family came to the procedures not only for the baby's sake. The child's mother, Dilyara Altunbayeva, also had an appointment with the doctor. After two procedures, the boy was tired, the parents asked for time to rest and recover, at which time the child's mother entered the osteopath's office.

- Our boy is weak. But the doctor replied to my request [for time for rest and recovery], saying, 'I have to sit here until 1 a.m., come in, '" Rafik Altunbayev said. - She simply abused the child - she twisted his arms, pulled his head down to his feet... She tortured him for an hour and a half. The son began to suffocate. He turned blue and passed out.

According to him, when the child was brought to his senses, the doctor again began to carry out manipulations, says the father of the baby. To the demands to stop and return the child, the osteopath responded with refusal. In addition, added the mother and father, despite their requests, the doctor did not want to call an ambulance.

- She took the child and won't let go. I said to her: "Give me the child". I said he'll lie down and rest. He was shaking, his arms and legs were shaking, and she started to bend him further, torturing him. She tortured him so much that he died," said the boy's father. - We had to pump him out. I called an ambulance myself. The medical team that arrived administered six shots of adrenaline to my son and performed all the resuscitation procedures. All this was around eight o'clock in the evening.

According to Izvestia, on January 21, the medical center in Kazan stopped its activities - the clinic was supposed to work in the usual mode from 07:30 to 20:00. The child's body was sent for examination to establish the exact cause of death, the parents were summoned for questioning.

According to information in the SPARK system, the medical establishment was registered 11 years ago. The owner is Ilshat Bayramov. The company's income in 2023 amounted to more than 3 million rubles. On the website of the medical clinic can be found a license for medical activities dated April 15, 2019.

"Izvestia" sent a request to the Medical Center of osteopath Bayramova to comment on the situation.

Who will be held responsible for the death of the child

The Investigative Department of the ICR in the Republic of Tatarstan is conducting investigative actions "aimed at establishing all the circumstances of the incident". Roszdravnadzor also reported that it is conducting its own inspection to establish all the causes of the incident.

In order to bring charges, the investigation will need to prove the legal basis for the operation of the clinic and the osteopath's medical education, allowing her to practice in this profile, to study documents confirming her professional qualifications, said "Izvestia" lawyer Daria Koreneva.

- It will be necessary to establish a direct causal link between the doctor's manipulations and the death of the child. For example, the child may have had some diagnosis, and because of this any osteopathic massages or direct pressure on the chest organs may be prohibited ," said the expert.

If the guilt of the medical worker is established, he faces imprisonment for up to three years, said Anna Malafeeva, a lawyer with Lobutev & Partners.

Lawyer Vladimir Shelupakhin noted that the case may be reclassified to the article on the performance of work or services that do not meet safety requirements.

-Article 238 of the Criminal Code provides for a penalty of six years' imprisonment," the lawyer said.

In addition, parents have the right to appeal to the court for compensation for moral damages, added Vladimir Shelupakhin. Judicial practice shows that the amount of compensation may amount to Br1-2 million, he emphasized. Civil action for compensation for moral harm can be filed as part of the criminal case or separately, said lawyer Anastasia Fedyunina.

Consideration of a civil case, according to her, takes from several months to a year.
