Residents of the Tula region will be obliged to register pets


In Tula region in 2026 they plan to introduce compulsory registration of pets. The corresponding bill is currently under examination, said Svetlana Selezneva, Chief State Veterinary Inspector of the region, during a briefing at the regional Ministry of Agriculture on Tuesday, January 21.
It is expected that the law will be adopted in 2025, after which a transition period will begin, during which Tula residents will be able to register their pets without penalties. Mandatory registration will become effective in 2026.
According to the bill, the owner must register kittens and puppies within three months of their birth, and newly acquired - within two weeks of purchase. Administrative responsibility is assumed for violations.
According to Selezneva, cited by TSN24, such measures will help to increase the responsibility of owners and reduce the number of stray animals, as well as simplify the search for lost pets.
From January 1, 2025, mandatory registration of dogs began to operate in the Leningrad region. Cats can be registered at will. In the animal's passport, a number from the registry is entered, based on the number of the chip or biometric data (photo), which is free for the owner. Kennels, pet volunteers and breeders are also required to register all their animals.
