The new strategy for the development of state statistics until 2030, which has been prepared by Rosstat, will make it possible to halve the reporting burden on business. This was announced by Deputy Prime Minister Alexander Novak during a meeting with Prime Minister Mikhail Mishustin. Whether this can increase the number of violations by companies and how else the authorities plan to support entrepreneurs under sanctions - in the material "Izvestia".

Reducing the reporting burden on business within the framework of the new strategy for the development of state statistics may affect the number of violations by companies, but will not necessarily lead to their increase, says Fedor Sidorov, founder of the School of Practical Investment.

- On the one hand, simplification of reporting reduces the risk of unintentional errors and reduces administrative costs. On the other hand, the weakening of control can theoretically create conditions for unfair practices if effective self-regulation and digital monitoring mechanisms are not introduced," the expert told Izvestia.

In order to support entrepreneurs on a larger scale under sanctions, the authorities may consider additional measures, such as tax vacations, which will allow businesses to temporarily reduce the fiscal burden and free up funds for operational activities.

- Credit vacations may also be introduced, giving companies the opportunity to defer loan repayments, which is especially relevant for small and medium-sized businesses experiencing liquidity difficulties. Another effective measure could be a temporary limitation of inspections, which would help reduce administrative pressure and allow entrepreneurs to focus on adapting to new economic conditions," he explained.

In his opinion, a comprehensive approach, including simplified reporting, tax and credit easing, as well as reducing the regulatory burden, can significantly increase the stability of business in the current situation.

Under the current circumstances, the authorities should continue to reduce paperwork for businesses, Ivan Abramov, First Deputy Chairman of the Federation Council Committee on Economic Policy, told Izvestia. In addition, statistical data should be adapted to the needs of entrepreneurs. According to the senator, what is lacking now is a more structured analysis of the market situation in various areas.

Speaking about the availability of reliable government statistics and financial transparency in general, the importance of these topics cannot be overestimated, especially in the period of market volatility, macroeconomic and geopolitical instability, when there is a growing demand for information that can help economic agents overcome uncertainty and make rational economic decisions, said Tatyana Khansuvarova, an expert of ACRA Corporate Ratings Group.

- Since the 70s of the last century many studies on information asymmetry have been written. Financial transparency ensures efficient pricing and fairer redistribution of resources, increases the confidence of investors and market participants, and reduces the risk of panic actions in the market. In other words, a high level of financial transparency is a good thing," the expert told Izvestia. - However, in the fight for financial transparency, qualitative characteristics of disclosed data may be more important than quantitative ones. Data should be reliable, accurate, essential, their provision - timely, and methodologies - understandable.

"Zabureaucratization" and excessive reporting, she said, remain a serious problem for Russian business and society as a whole. Reducing the reporting burden on business, as envisioned in the strategy for the development of the state statistics system and Rosstat until 2030, will not necessarily mean a decrease in financial transparency or an increase in opportunities for businesses to hide violations.

- Reducing the burden through its optimization, i.e. simplification of forms and methodologies, elimination of duplicate requests, refusal to collect irrelevant indicators, increasing the level of digitalization of processing look like reasonable measures on the way to improving the quality of data, and hence the credibility of data," she said.

On the one hand, reducing the volume of reporting will reduce the number of forms that businesses must submit, said Alexander Krivosheev, managing partner of +7 Productions. On the other hand, new automated systems will actively monitor the accuracy and reliability of information, which requires companies to be highly responsible for the data they submit.

- Working with Big Data and new digital platforms will require small businesses to spend time learning and adapting to new standards. This is normal, because innovation requires digital literacy from all participants in the process," he told Izvestia.

During the adaptation period, in his opinion, the number of violations may be higher, as companies will understand the processes. But in one or two quarters this factor will be adjusted, and eventually the initiative will have a positive effect.

- In order to support business at the current rates on borrowed funds, we first of all need financial support in the form of subsidies and preferential lending. As well as the reduction of administrative barriers and simplified participation in the segment of public procurement for small businesses," the expert added.

"Izvestia" sent a request to the Ministry of Economic Development, but at the time of publication no response was received.

Earlier it became known that the number of companies liquidated in the Russian Federation in 2024 decreased by 36%, created - by 11%. At the same time, the number of operating companies increased by 0.5%.

According to the government decree, unscheduled inspections are canceled until 2030. Rospotrebnadzor conducts control measures without interaction with legal entities and individual entrepreneurs. If violations are detected, the inspector organizes an on-site inspection without interaction with the controlled persons and observation. Based on the results, he issues a warning about the inadmissibility of violations of mandatory requirements and recommendations on compliance with mandatory requirements.
