In Krasnoyarsk Krai, the deputies of the Legislative Assembly will pass a bill that should solve the problems of housing deficit for orphans.

The document, prepared by parliament speaker Alexei Dodatko, deputies Yegor Vasiliev and Alyona Mironova, as well as regional prosecutor Roman Tyutyunik, offers tax incentives for individuals who will receive income from the sale of housing to local governments.

Thus, the minimum limit period of ownership of real estate will be reduced from the current 5 years to 1 year. This will allow to release physical persons from payment of personal income tax. As noted by IA KrasnoyarskMedia, this condition will apply to transactions made after the law comes into force.

The bill will also save budgetary money, as this possibility will be taken into account when forming the price of real estate redemption.

The Agency writes that at the moment more than 5.6 thousand orphans of the Krasnoyarsk region need housing. In 2024, 4.8 billion rubles were allocated for the purchase of apartments. Only 759 apartments were bought with these funds. The main part is secondary housing. Funds are allocated both for the purchase of housing and for the issuance of housing certificates.

The document has been sent for revision to the Committee on Economy and Tax Policy of the Zaksoobrazhniye. After it will be put up for discussion at the session in the first reading.

Earlier, December 20, Vladimir Putin said at a meeting of the State Council that the family mortgage will be extended to the purchase of secondary housing in regions where almost no new houses are built. Otherwise, the President instructed to leave the preferential family mortgage at 6% "without any exceptions".
