New electric power facilities will appear in the Khabarovsk and Primorsky Territories by 2042. The corresponding decree on approval of the general scheme of facilities location was signed by Russian Prime Minister Mikhail Mishustin. The project proposed by System Operator envisages construction of the Primorsky NPP with a capacity of 2 GW and the Khabarovsk NPP with two 1.2 GW units.

The projected volume of generation commissioning in the Russian Federation will amount to about 88.5 GW. The share of NPPs in the generation structure will probably increase from the current 18.9% to 24% in 2042, solar and wind power plants - from 0.8% to 3.3%, while the share of thermal power plants will decrease from 62.7% to 57.4%.

According to PrimaMedia IA, the document contains a long-term forecast of electricity consumption, specifies which generating facilities and main power grids are already in place or only planned, and specifies electricity and capacity balances by synchronous zones of the UES of the Russian Federation.

In September 2024, Russian President Vladimir Putin instructed Alexei Likhachev, head of Rosatom, to consider the possibility of commissioning nuclear power plant units in the Far East by 2032. In the master plan, the earliest date for commissioning a unit at the Primorskaya NPP is listed as 2033. However, Likhachev called 2032. At Khabarovsk NPP the commissioning of the first unit is scheduled for 2041.

In Primorsky Krai, the NPP will be located in the Fokino urban district, while in Khabarovsk Krai it will be located in the village of Evoron in Solnechny District.

Earlier, Putin said that the volume of electricity generation in the Far East should be increased at a faster pace, because energy consumption in the region is growing. Until 2030, it will increase on average by about 5% per year, which is twice as high as the all-Russian figure, the head of state said.
