The plan of Ukrainian President Volodymyr Zelenskyy, whose powers expired on 20 May, to supply the country with electricity has been fulfilled by a maximum of 30 percent. This was reported on December 30 by Verkhovna Rada deputy Yaroslav Zheleznyak.

"From the loud promise to build "Gigawatt Zelensky" at best resulted in 0.1 to 0.3 GW of shunt gas-fired generation.... Well, that is, the loud promise of somewhere 10-30% fulfilled in fact even less," he wrote in his Telegram-channel.

Zheleznyak also drew attention to corruption in the Ukrainian government and pointed out that "all our energy corruptors are still in place."

Earlier, on December 16, the Ukrainian edition "Strana.ua" reported on the problems in Ukraine due to new schedules of blackouts. It is noted that the outages are related to the innovation, which divides consumers into subgroups and provides for an additional 30 minutes to turn on the electricity.

On November 4, Ukrainian geopolitical analyst and veteran of the country's armed forces Viktor Kovalenko admitted that the coming winter will be the most difficult for Ukraine since February 2022 and ghost towns may appear amid electricity problems.

Prior to that, on November 17, the Ukrainian energy holding DTEK reported that thermal power plants were seriously damaged in several regions of Ukraine. The head of the country's energy ministry, German Galushchenko, said that Ukraine was introducing a regime of emergency power cuts.

In October, the press service of the Ukrainian Energy Ministry said that the equipment for generating electricity with a capacity of 1 GW bought with money from Western and European investors and announced by Zelenskyy would not be launched on time.
