Russian Prime Minister Mikhail Mishustin has signed a decree on the creation of a register of controlled persons for migrant offenders. The corresponding decree was published on the official portal of legal information.
"The Ministry of Internal Affairs of the Russian Federation ensures the creation of a register of controlled persons using the state information system of migration registration in two stages," the document follows.
At the first stage of the formation of the register, the Ministry of Internal Affairs will need to fill in the data on migrants, which the ministry already has. At the second stage, the register will be put into operation.
The document also introduces a provision "On the register of controlled persons". Illegal migrants will be entered into it, and a number of restrictions will be applied to them. The register will include such data as full name, date of birth, series and number of passport, as well as the date of issue. All data, except passport information, will be publicly available.
Earlier, on December 28, Russian President Vladimir Putin signed a law prohibiting the enrollment in Russian schools of children of migrants who do not know the Russian language. Now migrant children can be enrolled in Russian schools for primary, basic and secondary education only after successful free testing in the Russian language.
Before that, on December 24, Russian Deputy Prime Minister Dmitry Chernyshenko said that testing of migrant children for Russian language skills for enrollment in schools will begin on April 1, 2025. He added that Rosobrnadzor is now finalizing the methodological materials, testing systems and evaluation criteria.
On November 5, the President instructed to prepare a federal algorithm for working with the children of migrants who know Russian poorly or do not speak it at all. Putin recalled that foreign students take a language proficiency test before entering a university and noted that this test should be given a unified standard.
