Provision of measures to combat fraud on IP-telephony will not affect ordinary citizens who use messengers. This is reported on December 28 by the Russian Ministry of Digitization in Telegram.

"Communication services using IP-telephony are not prohibited and will continue to be provided. This requires a license for the provision of telephony services. For most bona fide operators, nothing will change, as they already have such a license," the ministry said.

It is reported that ordinary citizens who use voice communication will not be affected by the changes, as in this case communication takes place without access to fixed and mobile networks.

On December 28, the Russian government banned making calls via the Internet to the phones of citizens, which is often resorted to by fraudsters. It is specified that the government canceled the license that allowed linking the Internet and telephone networks to complicate the scheme for phone scammers, who often use this feature to spoof numbers.

Earlier in November this year, Deputy Prime Minister and Head of the Government Staff Dmitry Grigorenko said that on the instructions of the government, the Russian Ministry of Digitization, together with law enforcement agencies and the Central Bank, had developed a package of bills aimed at protecting Russians from fraudulent schemes using information technology.

On October 25, it was reported that during this year 64% of surveyed Russians have encountered various types of cyber fraud. This is stated in the results of a study of financial marketplace "Vyberu.ru". At the same time, in 78% of cases, potential victims managed to avoid losing money.
