Mandatory introduction of tachographs in public transport will be postponed

The deadline for the introduction of the requirement to equip city buses with tachographs is planned to be postponed to September 1, 2026. The corresponding draft decree of the Russian government was prepared by the Ministry of Transport, as follows from the department's response to the appeal of the Association of Transport Experts and Specialists (ATES), which was received by Izvestia on December 28.

In 2022, the government decree suspended the mandatory equipping with such devices of vehicles of categories M2 and M3, carrying out regular transportation of passengers in urban traffic, until March 1, 2025.

According to the Ministry of Transport, the decision to postpone the deadline was dictated by "maintaining the technical reliability and safety of buses at an appropriate level in order to ensure the safety of passenger transportation, as well as the need to maintain the stability of urban public passenger transport in the context of growing external sanctions pressure". When developing the document, appeals from the Russian Motor Transport Union, constituent entities of the Russian Federation and carriers, as well as the State Duma Committee on Transport and Transport Infrastructure Development were taken into account.

The Ministry of Transport emphasized that due to the ongoing and intensifying sanctions pressure from the U.S. and EU countries against Russia, the cost of certain foreign-made spare parts and components used in city buses continues to rise due to the increase in prices for raw materials and the formation of new logistics chains, which leads to increased costs for carriers.

A number of foreign-made components are also used for the production of domestic buses. In addition, regular city transportation still involves foreign-made buses, for which there are no domestic analogues of spare parts and components, according to the letter of the Ministry of Transport.

Earlier in the day, Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation, told Izvestia that car owners whose cars have registration plates without the tricolor will not have to change them. He specified that the recently adopted GOST for state registration plates, which stipulates the mandatory presence of the Russian tricolor on the plate from January 1, 2025, is not retroactive.
