Russian President Vladimir Putin has signed a law that places criminal proceedings against citizens participating in volunteer formations or excluded from them under the jurisdiction of military courts. The document was published on the official Internet portal of legal information on December 28.

The new law amends Article 7 of the Federal Constitutional Law "On Military Courts of the Russian Federation". It adds volunteers to all lists of military types whose cases should be considered in a military court.

The Duma website specifies that the bill was drafted by Andrei Kartapolov, head of the legislature's defense committee, Vasily Piskarev, head of the security committee, and a number of other deputies. The GD passed the bill on December 10, and the Federation Council approved it on December 20.

Earlier, on November 23, Putin signed a law allowing some participants of special operations to write off overdue loans of up to 10 million rubles, for which before December 1, 2024, a judicial act on debt collection came into force and additional proceedings were initiated. The right to recovery have mobilized fighters, conscripts (except for cadets of military schools and universities), volunteers who signed a contract to serve in the Armed Forces of the Russian Federation from December 1, 2024 for at least a year, and spouses of such military, reports "Gazeta.Ru".

The Council of Federation approved this law at the plenary session on November 20.
