Khabarovsk official accused of negligence because of the death of a man from dogs


Investigators have completed the investigation of the criminal case against the local head of the housing and utilities department, accused of negligence, which led to the death of a man. This was reported on December 28 by acting investigative directorate of the Investigative Committee (IC) of the Russian Federation for Khabarovsk Krai and EAD Anastasia Ushakova.
According to the investigation, on January 16 this year in Khabarovsk, at least six stray dogs attacked a man, who later died of his injuries.
In addition, more than 2 million rubles was allocated for the capture of stray cats, which did not pose a threat to the life and health of citizens. The defendant did not ensure proper control over the fulfillment of municipal contracts, as a result of animal attacks 35 people were injured, including eight minors.
It is also known that the process of catching cats and dogs was carried out with delays. In addition, sterilized animals were not checked for unmotivated aggressiveness.
It is specified that the criminal case against the man was initiated under part 2 of article 293 of the Criminal Code of the Russian Federation ("Negligence, that is, improper performance by an official of his duties due to bad faith attitude to service, which caused the death of a person by negligence"). He was sent to court.
Earlier, on November 9, stray dogs attacked an eight-year-old girl in Khanty-Mansi Autonomous Okrug (KhMAO). The Investigative Committee of the Russian Federation in the region initiated a criminal case. The victim was taken to a medical center with multiple wounds. It is noted that stray animals were caught by a special service. A criminal case under article 293 of the Criminal Code of the Russian Federation ("Negligence") has been instituted.
